DA / CDC → Construction Certificate (CC)

Before construction can begin, a series of approvals and checks are required to ensure your project complies with planning controls, building regulations, and council or certifier requirements. This pre-construction phase sets your project up to run smoothly once works start on site. Here are some things you need to know.


 

1. Planning Approval

Development Approval (DA) or Complying Development Certificate (CDC)

Depending on your site and design, your project will proceed under either:

  • DA – assessed by Council, or
  • CDC – assessed by a private certifier

 

This stage typically includes:

  • Review of architectural plans for planning compliance
  • Coordination with your town planner or certifier
  • Lodgement of the DA or CDC application
  • Assessment period by Council or certifier
  • Responding to any Requests for Information (RFIs)
  • Issue of approval and formal conditions

 

2. Supporting Reports and Documentation

Most approvals require specialist reports to support the application. These may include (depending on your site):

  • Site survey
  • Structural engineering
  • Stormwater design
  • BASIX / NatHERS (energy efficiency)
  • Bushfire (BAL) assessment (if applicable)
  • Flood, coastal, or geotechnical reports (if required)
  • Waste Management Plan
  • Environmental Management Plan

Once the DA or CDC is issued, there are usually conditions that must be addressed before construction can begin.

This may involve:

  • Updating plans to reflect approval conditions
  • Finalising engineering and consultant documentation
  • Additional council or certifier sign-offs

 

4. Construction Certificate

The Construction Certificate (CC) is the final approval required before any building work can commence.

This includes:

  • Review of final, construction-ready drawings
  • Confirmation all approval conditions are met
  • Structural and compliance checks
  • Appointment of a Principal Certifier
  • Issue of the Construction Certificate

5. Build-Ready

Once the CC is issued:

  • Your project is fully approved to start construction
  • Site setup can commence
  • A construction start date can be confirmed
